Dhankhar, however, interjected, saying: “Let me inform the House that I will take, reluctantly, and I must take, a very strong point of view, if a member seeks to raise a point of order but doesn’t raise a point of order… we need to keep our composure. Raise a point of order, don’t make a speech on that.
“You will rise, you won’t make a point of order, you won’t wait for my ruling and you will occupy space… that can’t be done. Tell me under which rule are you raising point of order,” he told O’Brien.

“The rule is 267, the Leader of the Opposition has been asking for a discussion on Manipur… to allow a discussion on Manipur, that is my point of order,” O’Brien stated.
Dhankhar hit back, saying, “Take your seat… I name Mr Derek O Brien to leave the House.”
Goyal subsequently moved to suspend O’Brien.
Earlier, Dhankhar had declared two notices demanding a discussion over Manipur and Haryana as invalid. He stated, “Raising an issue for a brownie point, to get space in the public domain, and simultaneously not acting in accordance to rules is inappropriate. As the notices are not in conformation with the rules, and my ruling dated at December 2022, I am unable to persuade myself to allow these notices.”
